Make the icing dependent on who reaches the goal line first and not who touches the puck. Then there is no excuse to drive a prone defensemen into the boards.

I hope Grapes is wrong about the NHLPA being reluctant to voice support of no-touch icing because they don’t want to deal with the league using a suggested rule change to bring no-touch icing in as a bargaining chip on other issues. Though I’m not sure how fan support would be expressed, fans will back the NHLPA’s positions on safety related issues every time.
