Even with two referees, penalties are often witnessed by only one or go unnoticed altogether. Equally as often, a penalty is called by one referee, but not by the other, even if he had a better view of the play.
Why then, if the ultimate goal is to get the call right, does the NHL not allow a post-penalty discussion, with the two referees coming together to talk about marginal or questionable calls?
They should. And if after the consultation it’s decided the wrong call was made, refs should be allowed to “pick up the flag,” so to speak.

Nope. The concept of the delayed penalty kills that idea before it even starts. Just think about it for a few seconds, and you’ll realize it’s absolutely untenable.
Now, I’m all for refs getting together to decide what really happened in a penalty in order to change the severity of the penalty from a minor to a major, or adding in a second minor if necessary.
But the first time a ref has his arm up for thirty seconds while one team scrambles to touch up on the puck and the other gets several near-misses, only to be anti-climaxed by a ref “picking up his flag,” this rule would be torn out of the book and burned.
