Legal Shootout Goal?

On the Ducks’ fourth shootout attempt, Teemu Selanne skated in, came to a stop and lifted the puck over Turco, who was on his side and did a two-pad stack to no avail.
It ended up as the game winner.
NHL rules regarding shootouts have dictated that if either the player or the puck is continually moving forward then the play is legal.
Turco gave Selanne credit for the move, but he wondered if the rule should get a closer look.
“It didn’t really surprise me,” Turco said of the move. “There was nothing I could do once you get off your skates. But they should freshen the rules on dead stops, which is not right. It’s not legal, I guess, if that’s the right word. It doesn’t have any effect on our season but certainly (it did) theirs. It’s a good play. It’s legal.”

From the looks of it, I think the puck was continually moving. The rule says “player or puck.”

So do many players when they make a move. That’s why the rule needs to be reworded/clarified. When players stickhandle the puck isn’t always “continually moving forward.”

As far as I can see, it shouldn’t have counted. He pulled the back back when he stopped - I think that in one moment he stopped completely. Players normally pull the pack back before shooting, but they are moving forward. This and that college game show why the rules have to be improved.

This rule came to my mind when I saw that move last night. However, I thought the spirit of the rule was to prevent doing loops around the net or curling back if the goalie had shut down the shooters options. I don’t think it’s supposed to cut out moves like Selanne’s. Maybe it should, I don’t know. My interpretation was that it *should* be legal even if the wording of the rule is such that it’s in a gray area.
