Hmm, I wonder if his quote means he’s planning on keeping Abdelkader with the big team.

Probably with Abdelkader it depends on how he plays in training camp and how the roster develops over the season. If he plays well he might displace someone else; otherwise he plays mostly in Grand Rapids and comes up at the end of the season again.
