Shanahan Explains Moore Fine

On February 10th, the NHL announced Dominic Moore was fined $2,500 for his hit on Ruslan Fedotenko.
Today, the NHL released a video on why he was fined.

I mean it’s Dominic Moore not Matt Cooke. If Moore wasn’t playing hockey he’d probably be a tennis player. Not exactly a tough guy.

not all dirty hits warrant suspension. This just barely gets by.

How does this “just barely” get by? This explanation really clears it up, and I don’t see how this is anywhere near a suspension-worthy hit. The only reason I can see he was even fined is because on the first angle you see his elbow pop up, even though from the second angle it is clear the elbow doesn’t come near Fedotenko’s head.
Tough break for Fedotenko and obviously hope he is okay.
