I’ve been exchanging emails with NHL deputy commissioner Bill Daly all day and I was on the phone with an NHL executive for one hour, seventeen minutes and 14 seconds and I’m still no closer to deciphering the NHL’s “tagging” rules than I was before the exercise….
Let’s take, for example, Exhibit 50.5 (e) (iv) (C) (2), shall we? It explains part of the tagging rule this way:
“In order for a Club to sign (a player) to a multi-year SPC after Dec. 1 of a season, the Club must have Payroll Room equal to or in excess of the Averaged Amount of the Player Salary and Bonuses for the remainder of such season. If, however,...

It’s written in legalese, but it’s not actually that hard to figure out.
I’m going to steal the explanation from CBS Sportsline’s Wes Goldstein, because it’s better than I can explain it:
“At issue is Niedermayer’s contract, which pays him $6.75 million annually and runs through the end of next season. The Ducks will only have to pay the pro-rated portion of the salary when Niedermayer is activated, but need to shave off about $1 million in payroll to fit that amount under the $50.3 million cap. However under the terms of the CBA, they have to get his pay into next year’s cap space as well, and therein lies the problem.
Anaheim already has nearly $45 million committed to 18 players for next season without Niedermayer, and still has to find room to re-sign young star Corey Perry, who leads the team in goals.”
