Take The Suspensions A Step Further

...There are, however, signs, that the NHL is trying to change that mindset, one suspension at a time — the Boulerice suspension ties with Chris Simon for the longest in history, relating to an on-ice incident.
But the league could fast-track the process by extending the discipline to the respective teams as well. Fines to the club, suspensions for the coach - those sorts of penalties might encourage teams to think twice about employing players who haven’t yet figured out that the culture of head-hunting is going the way of the dodo.
The simplest solution might even be the least complicated — simply prevent a team from replacing a suspended player in the line-up.

But seriously, there probably should be some team punishment when it repeatedly ices this sort of player. A simple fine seems appropriate to me.

I’m entirely in favor of also socking it to the teams; punishing only the individuals doesn’t seem to be having any effect. The problem is what form should the penalties take?
Any sort of direct, game-time redress (awarding penalty shots to the victim’s team, for instance) won’t have the desired effect on the game’s outcome if the offender’s team is already down by four goals. It would also put a bit more pressure on the referees, since decisions would have to be made in the heat of the moment, right on the ice.
Docking teams points in the standings is something I would look at. But that kind of gives teams well down in the standings free reign to goon it up.
Rich teams won’t feel fines as much as poor teams. I guess you could count any fines against the team’s cap the following season, that would increase the hurt on rich teams without much effect on the poor ones.
Maybe some combination of the three?
In any event, repeat offenses by the same team should ramp up the penalties sharply. Double them every time. I would also favor adding some multiplier to the team penalty based on the fine/suspension history of the offending player. If some four-minutes-a-night guy subtracts more from your bottom line than the league minimum, *maybe* you won’t see fit to have him on your team.

Maybe affect draft position? A team would think twice about putting in a minor-minutes player if his stupidity could cost, say, ten spots in the draft and change a number four pick into a number fourteen. Or even lose picks entirely for multiple offenses.
