In the end, the league asked each general manager to submit his team’s position on the proposal. If the results of the straw poll show an overwhelming support for the Burke initiative, then the matter might go forward.
“It was discussed and the league has asked each of the managers to get back to them on their position on the issue,” said Jay Feaster, GM of the Tampa Bay Lightning. “I would anticipate that once that happens, there’ll be a more in-depth discussion in February.”

First, I don’t see why it is such a bad thing that more teams aren’t so horrible already that they are making desperation trades to “shake things up” in a vain attempt to improve. Isn’t that level of parity what everyone wanted?
Second, I’m not sure why the NHL would opt out of its transfer agreement with the IIHF due to unhappiness over the number of Russian players heading home in spite of having a contract. I thought that Russia didn’t sign the agreement in the first place, so how is the transfer agreement that exists relevant to the number of players leaving for a country with which a transfer agreement does not exist?
